1) I need a decoder glyph from a Haoaeran turf-hunters. These birds are level 8 down-arrow, aggro types that wander the area to the south/southwest (27, 226).
2) I need to bring this decoder glyph to Secondary Sky'ki.
3) After you speak with them to complete your quest, you get your coin reward, XP, Raptor-scaled Cowl, and you will now be able to take the next quest, War.
