Chain of Command, The
The plan is to take out the head honchos instead of wasting time on Blackshield soldiers.
1) I need to kill Captain Redspit. He is in the cave accessible from the western end of the Green Overlook. Hug the right mountainside as you head west. As you round the corner, be careful of the Blackshield officers standing in their tents. You'll come to a hill, and the top of which is a wooden platform heading south that leads to the cave (2761, 858). The bottom of the cave is full of level 12 down-arrow mobs. Work your way to the top, where Captain Redspit, level 12, stands alone (2698, 850).
2) I need to get Blacktalon's reins. After you've killed him, you'll automatically get the key to his chest, which is next to where he stood. Open it to recover Blacktalon's reins.
3) I need to bring Blacktalon's reins back to Standard Ku'uul.
4) After you speak with them to complete your quest, you get your coin reward, XP, and you will now be able to take the next quest, Step 2: A Tempting Treat.
