Hroar wants you to test the antidote.
1) I need to test out the antidote on the captured fishman. Use the "Coersion Antidoe" on the fishman at the top of the tower.
2) I need to tell Hroar Kalacious that the antidote worked.
3) After you speak with them to complete your quest, you get your XP, Faction: +200 to the Residents of Teren's Grasp, and you will now be able to take the next quest, Crippling Gra'al Shul.
