Smell the Magic
You learn how Basher and his peers have used Sathirian magic to teleport themselves around Varis. They cannot do it now, since the Iksar have learned what they are doing, so you will need to "find Sathirian enchanters and sniff out their magic."
1) I need to use the arcanic sniffer to record the Sathirian enchanters. Basher says to you:
"Them often do tests on wyverns to south, that best place to find them."
First off, put your Arcanic Sniffer in a hotkey slot for easy access. The only Sathirian Enchanters I found (level 70 double down-arrow) were at the far southeastern section of the Wyveryn fields (-296, 1). You do not need to attack them, or get very close. Once you're in range, use your sniffer, and wait. You will get an update less than a minute later.
2) I need to return to Malgon.
3) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +400 to the Residents of Teren's Grasp, and you will now be able to take the next quest, Important Delivery, An.
