Hraen wants you to get inside Varis to bring him an anchor beacon. You'll do this by delivering a forged letter to one of Hraen's contacts.
1) I need to give the forged meeting request to Ishka. From the quest journal:
"I can find her south of Sulassk Post, where the river feeds into the ocean."
Follow the road that leads north from Kunzar's Edge. This will eventually turn to the west. You will cross the river and then head south, through gorilla territory, to find Ishka. She is standing at the southeastern tip of the area, on a rock (-880, -217). Ishka is quite difficult to see from the mainland, so you may need to go into the water before you find her. You could get to her by swimming west from the Mudfin water tents as well.
2) I need to return to Hraen Vutha.
3) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +400 to the Residents of Teren's Grasp, Nurgan Foe-blaster's Sleeves, and you will now be able to take the next quest, The Hardest Part.
