Vihl's Errand
To Omen's Call
Vihl now wants you to take the items you collected to Hesskin at the Sathir Span bridge. Vihl tells you:
"You should be able to travel through the areas controlled by Riliss without too much trouble, just watch yourself."
1) Speak with Merchant Hesskin. From the quest journal:
"I can find Hesskin on Sathir's Span, tending to the shop he set up there. I should probably follow the road to the northeast, past the guard tower where I found Assistant Vihl."
These directions are solid. After you are at the top of the span, you'll see Merchant Hesskin (-144, 956). He wants you to give him a bit of time to "put the package together."
2) After you speak with them to complete your quest, you get your coin reward and XP. Eventually Hesskin will offer you the next quest, To Omen's Call.
