Valkan wants you to ensure that the Rilissian outriders do not report their info to their leaders.
1) (15) Rilissian Advancers defeated. There are many of these level 71 Rilissian Advancers northeast of Kylong Post (21, 1339).
2) I should be able to find Legionnaire Captain Valkan back at Bathezid's Watch.
3) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +5000 Bathezid's Watch, and you will now be able to take the next quest, Riliss Lieutenants.
