The Oracle says the scouts have been afflicted with Scalerot, a type of curse. To help them, you'll be collecting "oil from the fishmen down near the edge of the lake," as well as shatterweed. Mixing them both will create a solvent.
1) (6) Stalks of shatterweed found. (8) Solvent fish oil collected. The fish oil is dropped from the Yha-lei Fishmen. From the Watch, head back down the mountain. There is a shortcut ramp leading down to the Lake of Ill Omen (788, 976).
Once you reach the bottom, you'll be able to find level 71-72 Yha-lei Hyrdomancers, Explorers, and Mindbenders (477, 636). The shatterweed is a ground spawn on the mainland, not currently labeled, and they look like a small scruffy bush (450, 1027), (442, 1093), (437, 1261), (465, 1248), (327, 1123) and (197, 1083).
After you collect all these ingredients, you must then administer the cure to each of the scouts.
2) I must give the cure to Scout Aerkun. I must find Scout Bewin and give him the cure. I must give the shatterweed elixir to Scout Wyrlyk. I must give some of the shatterweed elixir to Scout Clazkaer.
Go back to where you found them the first time and click on them. While doing this only updates the quest for one person at a time, even after the scouts get up and walk away the other members (if any) of your group that have this quest can still hail the scout.
3) I must return to Oracle Vorzalka.
4) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +5000 Bathezid's Watch, and you will now be able to take the next quest, Mystic Advice.
