Xeksin tells you about the city of Veksar that is now, perhaps, on the bottom of the Lake of Ill Omen. Sometimes relics wash ashore, and Xeksin figures that the Yha-lei might have found some of them.
1) (6) Fragment of Veksar found. From the quest journal:
"I am to go to their ruins on the east shore of the Lake of Ill Omen, and search for any fragments of Veksar I can find there."
Once you are on the Ruins, you'll see the fragments--they look like brown concrete tables. Here are where I found mine: (417, 671), (390, 652), (471, 608), (472, 571), (480, 700), and (458, 851).
2) I should return the fragments to Loreseeker Xeksin.
3) After you speak with them to complete your quest, you get your coin reward, XP, and Faction: +2000 Riliss.
