You are given this quest after you speak with Bison and select first: "I will help the the Celestial Watch," and secondly: "Celestial Watch: Cabilisian Troopers."
1) I need to kill 11 wretched Cabilisian troopers. You can find these practically next to the Sokokar Post at the Ruins of Cabalis, which is northeast of Riliss and northwest of Omen's Call (-160, -1025). They are level 73-74.
2) After you kill all of the mobs needed, you get XP, Faction: +150 to The Celestial Watch, and 11283 Status Points.
