It is clear that the bandits are trying to take over Omen's Call. Auleren wants you to find out where their force will gather for the impending attack. Once you've found them, you'll use a horn to signal Thalin Trueguard.
1) Signal Thalin Trueguard. Auleren says to you:
"Here, take this horn. Sound it once you have found the enemy's position, and we will make our way to you with all haste. However, keep in mind that the bandits will be well aware that you have sounded the horn, and they are likely to bear down on you. Be prepared to defend yourself. Should the bandits all fall, then speak with Thalin after the attack. He will give you any further instructions if they are needed."
The area you need to find is in the Rilissian Lowlands, where the Exiled Bandit Aggressors wander around their tents. Head to the south and a bit to the east to find the point where you can use the "signal horn" (stick it in a hotkey slot if you'd like to have easy access to it) (-60, 130).
2) Defeat (15) exiled bandit aggressors. These are level 72, and are all over the area where you blew the horn (-172, 301).
3) Speak with Thalin Trueguard. He is back in Omen's Call, inside the building (224, -267).
4) After you speak with them to complete your quest, you get your coin reward, XP, and you will now be able to take the next quest, Finish It.
