Now it's time to take out the big, bad boss guy and end this war before it starts.
1) Defeat Velraen the Betrayer. Thalin says to you:
"Although Blackscale must ultimately be defeated, finding him can be quite difficult, as he is highly intelligent and resourceful."
From the quest journal:
"He was last spotted near the gathering point for the aggressors."
Head to the camp (southeastish of Omen's Call) and you'll find the non-aggro Velraen, a level 73^ (22, 266).
2) Speak with Thalin Trueguard.
3) After you speak with them to complete your quest, you get your coin reward, XP, and either Bandit Hunter's Wristguards or Heartbringer's Handwraps.
