Pulnil has his offering prepared, so now you get to deliver it to the main door of Kurn's Tower.
1) Leave the offering. From the quest journal:
"The door is located up the ramp of the tower itself, and all I should have to do is drop the offering off, the return to Pulnil."
Fling yourself off the edge into the Field of Bone. Kurn's Tower should be fairly straight ahead (northeastish); you'll have to climb the ramps up and up to get to the top. Once there, get the "Offering to Kurn's Tower" inventory item ready to use. You can do it right in front of the door, or by the altar not far from the door (-1799, -1852).
2) Return to Pulnil the Haggler.
3) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +10,000 The Bellywhumpers, either Plated Luminous Neckloop, Boots of the Bonetrodder, Burrower's Vestments, or Woven Silk Underlay, and you will be able to take the next quest, She Has the Answer.
