1) Arbi the Mountainlord slain. Arbi is a level 74^^ named Brute, and you'll find him up hill where the Crystal Brutes hang out (-553, 49).
2) Speak with Lieutenant Valssed. He is in a building in Riliss (-884, -259).
3) After you speak with them to complete your quest, you get your coin reward, XP, and Emissary's Robe.
