Gebblie wants some of the gems the Nurgans have been mining all for himself. Go do his dirty work.
1) Collect a Nurgan chest key to open the lockchests. Gebblie says to you:
"The Nurgans have been digging them up, and locking them in chests both inside and outside their mines. I've seen the miners use a key to open the chests, so you'll probably need to get one of those first, before you can gather the gems. Once you have the key, just unlock the chests, and gather up any unearthed gems you find in them. Should be as simple as that!"
Head to the northwest to the Nurgan Mines, and kill the level 73-74 Nurgan Minediggers until you get a small chest with a "Nurgan chest key" inside it. After you get the key, your quest will update. If you are in a group, the quest updates for each member, no matter who 'wins' the lotto for the key.
2) (12) Unearthed gems collected. The first chest is not too far down into the mines, on the southeast (left) side of the wall (-220, -1959). After that, there are plenty further down in the mines; you'll need to use 12 of them to get enough gems.
3) Speak with Collector Gebblie.
4) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +5,000 The Bellywhumpers, and Softly Jingling Gemmed Doll.
