Vix now needs sabertooth fangs.
1) I should kill (10) sabertooth and gather their fangs for Merchant Vix. From the quest journal:
"I can find them roaming south of the city."
You can find some of these in the fields near Omen's Call, west of Riliss. Get there by taking the road south out of Riliss and then follow it to the west (-206, 219). There are also a number of level 72 Sabertooth critters closer to the Kylong Plains zone-in (25, 1212).
2) I need to speak with Merchant Vix in Riliss.
3) After you speak with them to complete your quest, you get your coin reward, XP, Faction: +5,000 Riliss and you will be able to take the next quest, Feathers and Feets.
