Awakening the Cudgel
Part I
Start by speaking with Hollen the Runesage. He is found in Teren's Grasp, in the Hall of Conviction, at 1,973, 488, -711. Teren's Grasp is found in Western Kylong Plains, within the Ryjesium Peaks.

Quest text:
Hollen has suggested that I will need to gain the Sight of Thalger, the first mortal Hekoyah, so that I might be able to see the TrueSpirit if they do indeed still walk among us. I am not sure where I might find this ability, but the only clue I have to start with was that Thalgar was a Halasian.
I must search for clues as to how Thalgar was able to see the TrueSpirit. I must search for any of Thalgar's writings or etchings to find a way to see the TrueSpirit.
Halas is of course gone and forgotten, but Hollen knows that the Lady Vox was also interested in the TrueSpirit, so he suggests that you might search in Permafrost for clues.
Head up to Permafrost (located in the Everfrost zone: entrance at 103, -4, -1,2146) and go to the Lady Vox's grand hall. Be sure not to aggro her if she is up; she might be old, but she can still take you in one bite. Stay to the outside of the room and take the left (west) corridor and travel to the Statue Room. In the central room, you will find the tablet you seek in a corner.

You collect the shattered fragments of the tome.
The quest updates with:
I was able to find a stone etching that appears to have some of Thalger's writings on it, but it is shattered.
I must locate someone who can fix the stone tablet.
Well, who better to repair anything made of stone than Dwarves? That is an obvious lead, so you should head off to the Butcherblocks. Find your way to West Fort Irontoe, and visit Grunnin Copperfist (-252 211 -80).

He confirms that he can in fact repair it, but needs 10 pieces of "pyrorock sand". You'll need to out and mine T8 ore nodes for these, but they are an uncommon find; I spent close to an hour on this part. They are NOT as rare as silicate loams, for instance.

Once you have the materials you need, return to Grunnin. He will repair it in the wink of an eye (see? Dwarves are that good!) and hand sit back to you, completing that stage of the quest.

You must inspect the tablet, which requires knowledge of the Halasian language (you can purchase language tomes in Qeynos or Kelethin)

Part II
Quest text:
I must search for an eyestalk that can see the TrueSpirit.
I must find a spirit enshrouded eyestalk off a fearful creature.
Eyestalk + fearful = Shard of Fear
If you have not yet done the Shard of Fear access quest, speak to Larg Buchanan, who stands to the right of the path just after you go through the archway from the docks.
The Shard of Fear is not a wimpy zone, even if you ARE 80 now. I managed to get my update with just my trusty level 76 Ranger along, but it was pretty scary.
If you are doing this solo or in a small group, zone in and be prepared to immediately fight a Scareling 72^^^ bard mob. He stuns and mezzes and otherwise makes life difficult. Once he is down, watch the pathing of the Phantasms (74^^^ black hooded spectres). You will be aiming up the center of the northwest path while the Phantasms are not around. Be very careful not to aggro the floaty green things or anything else.
What you are looking for is an Eye of Thule, and you'll soon see one on the rocks to your right. There is a "safe" spot to park the non-mobile members of your party, which lies between the path and the cemetery area. Pull the Eye of Thule down, and have the main tank (or in my case, Ranger) keep it out of range of yourself, so that you can cast wards and cures and destruction at it. The Eye will mez and fear and do other bad things, but you should be able to avoid additional aggro with luck. If you are fortunate enough to be in a full group, this will be much easier.
Loot the small chest that drops to receive "a spirit shrouded eye". While everyone in your party can see the chest, the item appears only to Mystics on this stage of the quest.

I must find a way to purify the enshrouded eye before I can use it.
Yeah, it's a pretty sticky, gooey, fear-tainted mess of an eyeball right now... it's time to go to the place with the cleanest water around: Greater Faydark.
To be precise, you need to go to the pond at the foot of Tunare's Sapling. Target yourself (F1) and move into the water until you can use the eye (you can use it equipped, from your inventory, or in a hotbar. I used it at (-70 -11, 58). A progress bar will appear to show the cleansing process.

Quest Complete! (well, at least this part)
Part III
Quest Text:
I was able to follow the clues to learn the secret of Thalger's ability to reveal the TrueSpirit. I should now be able to see the TrueSpirit with this new sight, if indeed they still exist.
Hollen has suggested that I find a TrueSpirit, and see if there might be a way to activate the stone.
I must fnd a TrueSpirit to awaken the stone I found. Hollen says I will need the Sight of Thalger in order to see them.
Handy thing that Hollen speaks directly to our brain, saves having to go back to him. Any time you wish to use the eye's Ultravision (which you will need in order to see the TrueSpirit), you can activate it from your inventory or equipment slot. I find it difficult to see with it on, so I advise only activating it when you are close to your destination.
The spirit you seek was found by your fellow Mystics in Jarsath Wastes. Activate your special vision and seek out the Spirit Wolf Shul'da (777, -20, 623). She stands by the river a good distance southwest of Ganak's Battlement. She is surrounded by elder pack spirits, but these will bring you no harm.

Quest Complete!
The stone is marked with a sigil of the TrueSpirit, which were thought to have left Norrath ages ago. Afer searching the lands of Kunark, I was able to speak with a TrueSpirit - Shul'da, the Matron of the Pack.
