This is part of the Provisioner Epic Quest series.

Neeta now sends you off to a special instance of The Tower of the Drafling: Tradeskill.
She's given to you a Cabbageleaf Teleportation Crystal and a Soporific Dispensorator. This last item comes in *really* handy as the Bixies in the zone seem to be between 15-20 levels above you.
She teleports you to the zone and you start bombing right away. The room you're heading towards is in the middle of the zone. The dispensorator has unlimited charges, so plant as many of those as you need to put the li'l ladies to sleep. It helped to place one at every corner and intersection. Those that have tracking might have an easier time in placing the devices.
Once you get to the room, collect the distilled jum jum (-72,62,-26). Use the crystal to go back to Neeta and finish this part of the quest line.
