Vornlin wants you to find his assistant, who was last thought to be "going up to the Nerian Highlands to study some dragon bones."
1) I need to travel to the Nerian Highlands and search for Alakzaer T'Aleett. From the fair, take the road east, and then turn left when it stops. You'll go past the area for the Rotbeaks, and then the Werewolves, and then the Vampires. Keep following the road, and you'll find Alakzaer inside a large rib cage (-253, -203).
2) After you speak with them to complete your quest, you get your coin reward, XP, and you will now be able to take the next quest, Wings of Fury.
