Qeynos Guard Writs after Knight-Captain Steelgaze

Knight-Captain Steelgaze told me I'm an officer now and they need my help in planning and something else.. he also told me to report to some General, but I can't understand the name he is saying and Google has failed me... Anyone know who this General is I need to report to for writs after Knight-Captain Steelgaze? I've been doing the Desert of Flames writ but the mobs for those are gray to me now and I'd like to move on.
Thanks in advance!

Well according to the eq2 wiki, next you go to Captain Woug and then Factor Kai Ferdinand, who are all on the steps to the castle. They don't always have the feathers on though, I remember that.

Captain Woug has the desert quests and he's still giving them to me
I wonder why Captain Steelgaze tries to send you to a general?

I think at some point the quests stop being given for the reg city writ guys until you talk to the guy in Qeynos Harbor. The city register or something, he's the guy you go to in order to start a guild. Once you talk to him and accept the quest(s) given I think you'll be able to start getting writs again. If not then I'm at a loss as well. I also know there is a writ giver at the docks in Kylong Plains.
