Having been through Tortage 4 times now, I can confidently say all the quests there are soloable. Though two in particular are best if you bring a friend and they are in the same place. I leave these 2 quests as the last things to do before starting the final battle to leave the island and I'm usually level 20 at this time.

Abandoned in the Halls of fear. - End Boss is normally a 4 mob pull of 3 level 18ish normals plus a boss. 

Pools of Black Blood - Escort Quest out of the Halls of Fear - this one can bug if you don't finish fights rather quickly.

So you want to get in, kill the boss, grab the escort and get out as fast as possible to avoid repops.  Now if someone else is sly (read Azzhat) they will wait for you to clear the path then grab the escort and you will have to wait until they are done... which will leave you to deal with repops. So if you see others at this quest site, team up!


Skeggi's fish and Dead Meat are underconned quests IMO, doable but should be higher level than they are listed.  Pirates with crossbows hurt! Arg!

The one that involve greater black one is tough to solo. And the difficulty depends on the class you play
