STEPS:
1) Bring rune-inscribed collar to the Elf near Woodhall. Linda says:
"Woodhall is south of Budgeford, and the Elf was supposedly camped on the hill overlooking the town."
You will find Orthir just where Linda suggests (33.4s, 66.1w).
2) After you speak with her and select "Finish Now", you get your coin reward, XP, and you will now be able to take her next quest, The Warg of Budgeford.
