STEPS:
1) Talk to Langlas. Mathi says:
"Seek the Ranger Langlas at the hunter's lodge to the east of here."
Langlas is outside Thrasi's Lodge (21.6s, 94.1w).
2) After you speak with them and select "Finish Now", you get XP, and you will now be able to take the next quest, To Avert a War.
