General QuestCelairant has decided he is not worthy of the bow, and wants you to talk to Penglir about it.
STEPS:
1) Talk to Penglir. Celairant says:
"He may still be at Duillond to the south of Gondamon."
Duillond is north of Celondim, south of Kheledul, and southeast of Gondamon. Penglir is on the terrace overlooking the canyon (you'll take some stairs to get up there) (23.9s, 92.6w).
2) After you speak with them and select "Finish Now", you get your coin reward, XP, and you will now be able to take the next quest, The Elf-Sword.
