He has his eye on the widow Asphodel Froghorn also found on this map (southwest of Eldo).
Asphodel wants you to collect some pipeweed. It is in the field directly to the west of her. Not a very energetic hobbit.
Return to her and get a note to send to Eldo. Back a few more feet east.
