Epic - Book I: Stirrings in the DarkStrider has some business to attend to, so you get to travel to Combe and speak to Constable Underhill there, to urge him to check out the Blackwolds' old hideout. Just after you accept this quest, you will watch a cinematic sequence, and be transported to Combe.
STEPS:
1) Talk to Constable Underhill. "Constable Underhill often loiters about the Combe town centre, east and north of Bree." The Constable stands in front of the Comb & Wattle Inn, up some stairs (28.7s, 49.3w).
2) After you speak with them and select "Finish Now", you get XP, and you will now be able to take the next quest, Chapter 3: Blackwolds Broken.
