STEPS:
1) Talk to Strider. You'll find him in his room at The Prancing Pony in Bree (29.5s, 51.3w). Strider tells you that the Nazgul you saw attacked The Prancing Pony Inn, and he needs your help again.
2) After you speak with them and select "Finish Now", you get XP, and you will now be able to take the next quest, Chapter 5: The Other Riders.
