Epic - Book I: Stirrings in the DarkStrider mentions there is someone that could find the crebain in the Old Forest, though he doesn't know if this person would want to help. You need to speak with him and find out.
STEPS:
1) Talk to Tom Bombadil. Strider says:
"Look for Old Bombadil's house, which lies at the far eastern end of the Withywindle, the river that flows through the Old Forest. He may help you if you ask him in my name, Aragorn."
To get to Tom's house, you'll first have to delve into the Old Forest, and the best way to do this is through Buckland. So (from Bree), take the Great East Road east to Buckland. Go through the Buckland gate, and continue on the road towards Crickhollow, which will also go through Newbury. You will come to fork in the road, at a sign with a Bounder underneath it, which tells you the Old Forest is to the east (32.9s, 62w). Take that road (you'll pass a retreat ring) to the Old Forest Tunnel (32.7s, 61.4w). The forest path is directly in front of you, and will lead you directly to Tom Bombadil's house, though Turbine has stated they may change this to make it more challenging (it is still a direct shot as of May 2, 2007). Follow the path through the Bonfire Glade, the Old Forest, Bald Hill and the Old Forest again to finally arrive at Tom Bombadil's House (32.6s, 57.4w). Open the door and head into The House of Tom Bombadil to speak with him, if you do not find him outside.
2) After you speak with them and select "Finish Now", you get XP, and you will now be able to take the next quest, Chapter 9: Lilies for the River-Daughter.
