General Quest

You'll find Lofar standing in front of a rock a bit south of the Ironmonger's Gate. Lofar will forge a new blade for Kenton, but Kenton must help Lofar with some of his minor work in exchange.

NOTE: While this is not a fellowship quest, I would urge you to bring a friend along, for the respawn rate is very quick, and you could easily become overwhelmed. I was level 17 when I did this.

STEPS:

1) Bring the items to repair to Kenton Thistleway. Kenton is happy to repair the items, but will need you to gather him some materials to help him do so.

2) Talk to Flint Oakhewer (at the nearby forge (29.7s, 52.4w). Collect 3 Flawless Boar-hides. Search for 3 trinkets. Regarding the trinkets, Kenton says:

"In the past, I've salvaged small gems from old trinkets that I've found in the Barrow-downs. Northwest of the Barrows Overlook are a few disturbed mounds. If you search through the debris, you might find some suitable trinkets."

The boar hides will be easy, you can kill some Splintertusks just outside the West Gate (29.1s, 54.1w) on your way to the Barrow-downs. The hides are a body drop, but they do not drop every time. Now then, on to the Barrow-downs! Between the Western Bree gate and the Southern Bree-fields, just past some ruins, you'll see a road heading south (29.4s, 54.9w). Follow the path and you will enter the Northern Barrows Pass. You may want to consult Brasse's incomparable Northern Barrow-downs map around this point. From here, travel in a southern direction, hugging the rock wall to your left. You will pass one mound with several rats. You will soon thereafter come to a series of small mounds, closely packed together. You will be able to see the glowing Debris Piles at the door of the barrow (31.9s, 54.2w). Collect three of these, and then head back.

3) Bring the collected materials to Kenton Thistleway.

4) After you speak with them and select "Finish Now", you get your coin reward, XP, Thistleway's Shirt, and you will now be able to take the next quest, A Blade for a Life.
