Amarion has asked you to retrieve the message that was delivered to the Stonehold Chief in southern Annundir.
1) Defeat the Stonehold Chief and retrieve the message
The Stonehold Chief (12.3S, 49.9W) is located in Anndundir. His tent is right on the other side of the wall from a conveniently placed rock.
2) Bring urgent goblin-message to Amarion
Return to Amarion at Amon Raith. After you speak with him and select "Finish Now", you get your coin reward, XP, and Skyn-Halm Helmet.
