General QuestLieva has some skill with "needle and thread", and has been trying to make a scarecrow to work against the goblins. She has all the materials she needs except a bit more cloth, and of course, you will be getting this for her.
STEPS:
1) Collect 10 Goblin-tabards. Lieva tells you:
"If you are willing, go to the ruins of Minas Eriol to the southeast, or to the plains of Annunlos, and bring me some tabards from the goblins there so I can finish this dreadful thing."
I did this quest at the same time as I did Enfeebling the Foe and A Deal Gone Sour, so I went to the Goblin camps at the base of Weathertop, in an area called Weatherfoot, northeast of The Forsaken Inn (32s, 38.3w). There are several camps along with a number of wandering goblins for your killing and tabard-gaining pleasure.
2) Bring goblin tabards to Lieva Dourlily.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and either Dourlily's Helmet or Lieva's Sapphire Earring.
