General QuestFrideric now wants you to take care of the Orc taskmaster within Ost Cyrn, as well as gather a number of Orc weapons. Frideric hopes that this combined attack will bring about the collapse of the Orcs.
STEPS:
1) Defeat the Tarkrip Slaughterer. Collect 20 Orc-swords. Frideric instructs you:
"Go to Ost Cyrn and collect weapons from the Orcs you face. If you find their leader, slay him."
Osy Cyrn is southwest of Ost Guruth, and there is no shortage of level 22-23 Orcs within to grab swords from (33.5s, 30.6w). You'll find the Tarkrip Slaughterer up a few sets of stairs; he is a level 23 Elite with 1,278 morale and 340 power. He has a few Orcs that spawn where he does, but he wanders so you can single pull him if you are patient. You will need to fight through several single and double Orc groups on the stairs to get to him, however.
2) Deliver the swords to Frideric the Elder.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and either either Frideric's Jacket or Hunter of Tarkrip.
