Epic - Book III: Council of the NorthMincham does not know how many creatures the people should be preparing for, so he wants you to determine the "true strength of the Enemy within Fornost". You will do this by seeing how well their gates are guarded.
STEPS:
1) Defeat 16 Ongburz Orcs at Norbury Gates. Defeat 8 Wargs at Norbury Gates. From the quest info:
"The Norbury Gates lie to the north of Mincham's camp."
Your safest route is to get on the path, and take that north to the gates. You will find mobs (level 27-29ish) both on the road and field in front of the gates (9s, 54.8w), and inside the camps (8.6s, 55.4w & 8.6s, 54.6w).
2) Talk to Mincham.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and you will now be able to take the next quest, Chapter 3: Fallen Once More.
