General QuestCandaith does not understand the meaning of the runes, and wants you to try to find out what they signify. He sends you to speak with a lore-master.
STEPS:
1) Find and speak with the lore-master in brown. Candaith tells you:
"The Eglain dwell in the ruins of Ost Guruth, far to the east, and north of the road. If you come to the marshes of Haragmar, you will have travelled too far. There is a small chance you will not find this lore-master within Ost Guruth. In that event, search for him at his rooms in the camp of the Eglain in Agamaur, at Barad Dhorn, northeast of Ost Guruth."
Get on the main road heading east and run for some time; Ost Guruth is between Nain Enidh and Talath Gaun, so if you're jogging through Talath Gaun, you know you've gone too far. It is north of the road. Climb a number of steps to get into the main area, and then keep going north until you reach a tower (the Lore-tower) with a door; Radagast the Brown is inside, up the spiral staircase (31s, 29.5w). After inspecting the runes, Radagast tells you that it is a G-rune, made by Gandalf.
2) After you speak with them and select "Finish Now", you get your coin reward, XP, and either Dorthann or Turanc.
