Dire News
General QuestMincham feels what you learned in your dealings with the shades is "dire news". You are entrusted to bring this information to Halbarad, the commander at Esteldin, "the hidden refuge of my people."
STEPS:
1) Talk to Halbarad. Mincham tells you:
"Inform Halbarad of what you learned from that shade and say, too, that I believe this is dire news for all the North Downs. Esteldin is a far distance from here. Follow the road which runs east from the Greenway, through Amon Raith, crossing the river at the ruins of Ost Lagoros. The ruins where Esteldin lies hidden are due east of Gatson's farm."
Take the road that leads toward the east, and when it stops (it does head north or south at that point), simply continue east, and you'll soon enter Esteldin. You'll find Halbarad in his study, towards the back of town (it's on the left, and you'll need to zone in through some doors) (9.4s, 41.2w).
2) After you speak with them and select "Finish Now", you get XP and either Halbarad's Shield or Medliechor.
