General QuestTo get to Oatbarton town in Evendim, take the zone-in from the Shire; it is the closest.
Nod joined the Bounders and came to this area to help, but he feels in over his head. He is sending you to help farmer Nibs deal with his locust infestation.
When you talk to Nibs to advance this quest, go ahead and take his other available quest, Oats for the Westfarthing, since you're going to be doing work in his fields anyway.
STEPS:
1) Talk to Nibs Chubb. Nod says you will find Nibs on his oat-farm south of Oatbarton. You won't travel far to find Nibs, he is just a bit south of Oatbarton (as Nod told you), and a bit southeast of the local pipe-weed field (23.2s, 66.5w). Nibs is disappointed Nod isn't coming himself to help, but is happy to have your assistance. He tells you what he wants.
2) Defeat 8 swarming locusts. Defeat 4 locust-queens. Find anything amiss in Nibs Chubb's fields. Nibs says:
"The fields are east and northeast of here. If you can clear those locusts away from my crop, I would offer you a bit of coin. Also, keep on the lookout for anything else amiss in my fields…animals have been turning up dead all over Oatbarton recently."
The locust queens are level 27, and are not as plentiful as the swarming locusts (level 30-31), but you need to kill less of them, so it all works out. There are tons of these, and I got all I needed in the eastern field closest to Nibs, while I was harvesting oats (23.3s, 66.4w).
As for finding something amiss, there is a field without any locusts a bit south of Nibs where you'll spot a deer carcass. As you approach, a Starving Whitemane wolf spawns (23.5s, 66.6w). Kill it, and then you'll have discovered the 'something amiss.'
3) Talk to Nibs Chubb.
4) After you speak with them and select "Finish Now", you get your coin reward, XP, and you will now be able to take the next quest, Collecting the Bait.
