General QuestRegin is pleased you found the old mining records, but the part he feels is important seems to be written in Elvish. He wants you to get it translated.
STEPS:
1) Bring the records to Glambaen. Regin says to you:
"I believe there are Elves living at Lin Giliath, some distance to the south of here, in a region of lakes and bogs called Meluinen in the Elf tongue. There is an Elf there called Glambaen who may be able to read these records."
Glambaen gives you a translated copy of the records.
2) Bring the records to Regin.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and you will now be able to take the next quest, The Lost Map.
