General QuestEmelin tells you it was the Hillmen that were responsible for the Red-maid coming into being, along with the shade's curse. To set things right, you'll need to kill them, lots of them.
NOTE: Garth Agarwen is chock-full of Elite mobs (singles and groups) with a sprinkling of Elite Masters to keep you on your toes. Enter with a strong group, and good luck! For your comparison, here was our group make-up: Myself, a level 33 Hunter; Brasse, a level 31 Guardian; Risi, a level 30 Minstrel; Grif, a level 29 Captain; Ezri, a level 33 Guardian; and Drubbin, a level 37 Guardian. STEPS:
1) Defeat 20 Creoth Disciples. Defeat 24 Creoth Devout. Defeat 10 Creoth Leaders. Emelin tells you:
"They guard Garth Agarwen, the fortress of the Red-maid in the northeast of Agamaur."
The Hill-men in Agamaur will not count for this quest. Instead, you've got to make the trek north to Garth Agarwen, which you'll access via Agamaur. Once inside, I suggest using Brasse's handy-dandy Garth Agarwen map to plot your course of killing various Creoth mobs. The lowest level of these I saw was a level 29 Signature; most of them are Elites with levels ranging from the upper 20s to the low 30s, with the high levels hanging out in the farther parts of the zone. Note that many of them have Wolfhound allies with them, which are normal mobs. Here is a set of coords for each of the needed mobs: Disciple (28.2s, 24.7w); Devout (27.7s, 24.7w); Leader (27.7s, 24.9w).
2) Talk to Emelin.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and either the Shield of Rhudaur, Creoth's Justice, Creoth's Bane, or Emelin's Pads.
