General QuestRegin wants you to find the Father-lode and get an ore sample to determine if it's the real deal.
STEPS:
1) Locate the father-lode and take an ore sample. The directions read like a riddle of sorts:
"Find the father in the raw rock. The lode lies amongst high hills. Fell falcons soar through skies and savage lynx guard the gorges. Shining the silver, glittering the gold, a cliff's crags keep the secret."
Regin tells you:
"The map and those directions together speak clearly to me of a cliff northwest of Othrikar. All you have to do is find a suitable rock formation that is rich with ore."
I found the father-lode by leaving town from a path at the back of Othrikar. You'll be facing southwest while in town. After that, a picture can speak volumes, so here is what it looks like (it is indeed under a cliff's crags):
You will see it JUST as you enter the area called Hrizgur....and here is where it is on your in-game map (5.7s, 47.2w):

2) Bring the ore sample to Regin.
3) After you speak with them and select "Finish Now", you get your coin reward, XP, and either Amarthlos or Regin' Hammer.
