Since you have helped to defend Trestlebridge, Nellie now agrees to join the council. You will need to let Halbarad know.
STEPS:
1) Talk to Halbarad. Head back to Esteldin and go into Halbarad's tower to speak with him (9.4s, 41.2w).
2) After you speak with them and select "Finish Now", you get your XP, and you will now be able to take the next quest, Chapter 07, The Council Assembled.
