General QuestRagnarr was wrong about the skull that was taken from the Jorhkyn, and he wants you to get the correct one for him now.
NOTE: While this is listed as a fellowship quest, I had no trouble soloing it at level 36 (uh, after I remembered where Rusfold actually WAS). You do not lose any speed, which helps. I would suggest clearing the path from Rusfold TO the skull of any mobs, and if you're fast enough they will not have respawned on the way back. This way, you can solo it even closer to the quest's actual level. Good luck!
STEPS:
1) Collect the skull of the Great Aurochs. Ragnarr tells you:
"Go to the camps of the traitorous Jorthkyn--the Rauta-lehma--eastward across the Nan Amlug. That is where the skull of The Great Aurochs has been taken. Look for a place of reverence or altar, for even these lowly curs could not have abandoned all they once held dear. You should take allies, for the land is dangerous, and the skull will be difficult to carry."
The Great Aurochs Skull is just off the road that leads from Nan Amlug East into Dol Dinen (10.1s, 36.7w).

Double-click it to pick it up, but after you do, you will not be able to fight, or go in the water. You will be on a timer. Travel back west and a bit north to get to Rusfold and turn it in.
2) Escort the Great Aurochs skull to the Suuri-lehma. As soon as you get in range of Ragnarr, your quest updates.
3) Talk to Ragnarr Hornsounder.
4) After you speak with them and select "Finish Now", you get your coin reward, XP, and either Threk-Klah, Lothrinn, Hornsounder's Hammer, Hornsounder's Head or Ellos.
