Formal Complaint, A

General Quest

Hob has had just about enough of Dwaling's new inhabitants attacking people, and has asked Ronald Dwale to write up a complaint. You will get the letter, and then deliver it to the leader of the Men, Will Tuffin.

NOTE: For your comparison, here was my fellowship: Myself, a level 38 Hunter; Brasse, a level 35 Guardian; and Grif, a level 33 Captain. We were quite overpowered for this level of quest and had no trouble.

STEPS:

1) Retrieve the formal complaint from Ronald Dwale. Hob tells you:

"I've asked Ronald Dwale to draft a formal letter of complaint to the leader of these Men, Will Tuffin. He is always in and out of the big hole down in Dwaling centre. I would like you to get the letter from Dwale and take it to Will Tuffin straightaway. Just go down to the big hole down yonder and ring the bell until Will comes out. Make sure you don't go alone, I don't trust these Big Folk."

Talk to Ronald, and get the letter from him.

2) Ring the doorbell and deliver the letter. Go back to the lower level, and before the curve leading to Pearlina's house you'll see a house with a doorbell (20.8s, 63.9w). Ring it (double-click), and out will march Will Tuffin, none too pleased to see you. He tells you to get lost, and then becomes aggro. He's a level 32 Elite, with 4,752 morale and 759 power. When he is at about 40% health, he becomes non-aggro, says "I will deal with you fools later, I have work to do here in Dwaling," and leaves. Your quest will then update.

3) Talk to Hob Hillbrow. Hob happens to have a spare key to the big hole. When you are ready to travel there, speak with Hob again.

4) Talk to Hob Hillbrow. If you are ready to travel, select "Travel Now".

5) Deliver the formal complaint. Once inside the instance, you'll be confronted with two Chief's Man mobs, level 31 Elites, along with a Chief's Lackey, a regular level 30 mob. Move further in the house, and you'll be nibbled on by a bunch of level 27-28 Diseased Rats. In the next room you'll encounter a Chief's Wolf-keeper (level 31 Elite), and another Lackey. Continue further and you'll fight two more Chief's Man mobs.

Next, you reach a disgruntled Will Tuffin who says: "I'll deal with you myself!"

He is a level 32 Elite with 4,752 morale and 759 power. After you beat him down, he continues:

"Now you've done it! We will see what the Chief has to say about this! The trespassers are here Chief! You must deal with them!"

You hear the Dwaling Chief say:

"Fool! You have ruined Sharky's plans! And Sharky does not accept failure."

Here is your final menace, the Dwaling Chief, a level 32 Elite with 4,752 morale and 949 power. When things are looking grim for the Dwaling Chief, he urges his minions on:

"Get them!"

The Chief's Guards, however, have other plans:

"They killed the Chief!"
"You'll not get me!"
"I'll not stick around to see what they'll do to us!"
and "Run while you can!"

And that's the end of that!

6) Talk to Hob Hillbrow.

7) After you speak with them and select "Finish Now", you get your coin reward, XP, a new title: <Your Name>, Servant of Process, and either Earring of Complaint, Agent's Shield, or William's Doom.
