General QuestHelechir wants you to deliver some provisions to one of his peers that has been keeping watch over the tombs of Men Erain for a while.
STEPS:
1) Bring the supplies to Alfred Whitley. Helechir directs you:
"Return to the mainland and follow the shore road south and west into Men Erain. Shortly after reaching that place, the burial ground for many of the ancient kings of my people, you will see steps carved into the hillside. Climb the steps to Alfred Whitley's camp."
The steps are indeed very shortly after you arrive in Men Erain, on the east (left) side (15s, 66w). At the top of the stairs you'll see a camp with no one in it, and you'll get a message updating your quest.
2) Collect journal from Alfred Whitley's camp. Double-click on Iorthrenar's Journal, lying atop a crate (14.9s, 65.9w).
3) Bring supplies and Iorthrenar's journal to Helechir. Helechir determines that both Alfred and Iorthrenar were killed by tomb-robbers.
4) After you speak with them and select "Finish Now", you get your coin reward, XP, either 5 Superior Shire Rations or Balchelos' Crossbow, and you will now be able to take the next quest, Treasure in the Ruins.
