Rollo thinks the waggon you found is indeed Longo's, and suggests you follow the trail of pipe-weed to Old Odo's farm. Longo inherited his dad's farm when he died, and may be using it for something.
Note: This is a "fellowship" quest, and you should certainly bring along a friend or two. I did this when I was a level 11 Hunter, and we had a level 12 Minstrel and a level 7 Guardian. With that group, it was no trouble. I tried it before with two people, and it was harder. Your mileage, as always, may vary.
1) Search Old Odo's farmstead. Rollo says
"If you travel south from the Wellbridge, west of Woodhall, you'll come across the farmstead. If you search the crates and boxes out there, you might find some clue to your missing Took."Once you cross the Wellbridge, you'll see a Wooden Gate on the side of the road, head that way (33.6s, 67.5w). Follow the path to the door, which leads to Old Odo's Leaf-farm. Clear out the aggro Brigand mods, and then head to a wheeled cage, and double-click it to uncover Gerebert Took, in captivity (33.8s, 67.9w).
2) Speak with Gerebert, and then be prepared to defend him. At least a total of eight level 8-10 Brigands will attack you (and Gerebert). At some point you will have done enough defending to advance your quest.
3) Talk to Esilia Took, in Tookland. Take the road west out of the farm, toward Tuckborough, following the road until you are in town. Once there, you'll find Esilia near the well in the center of town (33s, 71.1w).
4) After you speak with her and select "Finish Now", you get your coin reward, XP, and you will now be able to take the next quest, Took and a Tower.
